(Saba'a) 34 : 50

You say: If I am strayed, indeed I am strayed upon my soul; and if I am guided, it is because of what the Lord has revealed to Me, He is the All-hearing, the Nearest.

Adhikr which explains the only way to paradise and different ways to Hell is taught to everyone from the paradise itself. So no one can blame the Lord, Satan, hypocritical leaders, or any other for his stray. The pathetic scene of arguing, cursing, and quarreling among the hypocritical leaders and their blind followers in Hell is explained in verses 2: 165-167. Since the Guidance Adhikr is formed as a Book, no one can become a believer without It as told in verse 10: 100. See explanation 2: 119; 7: 178.
